koth_bitterroot_fix & rd_radiant_fix

In an attempt to make them slightly better to play on, I have made some edits to Bitterroot and Radiant.
Bitterroot:

• The control point icon no longer becomes a missing texture when RED owns it.

• Rain particles are now properly tagged as weather. (If you have weather disabled, you won't see it.)

• FPS is improved; spawn areas are a LOT better, while other areas are just a tiny bit better.

Radiant:

• The air locks don't ruin frames when looked at (I removed the distortion effect that caused it).
  Before vs. After:
  

• The energy fields connecting A and the core now have giant DO NOT ENTER signs next to them; they were added to make it clearer that they can kill anyone regardless of team.
